The owners corporation, formerly the body corporate, includes every owner in the scheme. Every owner automatically belongs. Strata properties include apartments, townhouses, villas and many duplexes, and all follow the strata repair and maintenance rules. Stacks and Inspection Openings

The sewer stack is the vertical pipe carrying the building's sewage down, also called the soil stack. AS/NZS 3500.2, the standard for sanitary plumbing and drainage, requires an inspection opening at the base of every stack. An inspection opening (IO) is access into a pipe for clearing and testing. Audits keep finding these openings sealed inside walls. A stack damaged beyond clearing is a repair job, not a clearing job.

  • Openings at the Base

    Inspection openings are required at the base of every stack and at any stack level that needs one. The standard also requires openings in every common discharge pipe at intervals of no more than 30 m. Every junction fitting needs an opening where it connects a discharge pipe to a stack. Every required opening has to stay accessible, which can mean removing an access panel, cover or door.

  • Openings Sealed Behind Tiles

    When an inspection opening is sealed behind tiles, the fix is an opening raised to finished surface level with an airtight removable cap. Building Commission NSW audits repeatedly find required items installed within walls with no access panel. Some of these walls are waterproofed, tiled and fire-rated, so access later puts the fire rating and waterproofing at risk and brings remediation costs.

  • Fixtures Below the Stack

    Basement fixtures below the sewer stack can take wastewater from upper floors when the sewer surcharges, where those fixtures discharge to a sewage ejector or wet well. A reflux valve keeps sewer surcharge out of basement fixtures by stopping the surcharge before it reaches them.

Common Property or Lot Drains?

No, the fixture doesn't decide who answers for a drain. In most cases, the pipe's position decides, according to NSW Fair Trading. The owners corporation looks after boundary wall and under-floor plumbing in most cases, according to NSW Fair Trading's list. The lot owner looks after internal wall and fixture plumbing in most cases, according to the same list. A licensed plumber clears the pipe on either side of the split.   • Boundary Walls and Floors

    Boundary wall and under-floor plumbing sits with the owners corporation in most cases, according to NSW Fair Trading's list. Common property is generally any area all residents use or anything of structural importance, and pipes are among the examples. Each scheme classifies different areas.

  • Plumbing Inside Your Unit

    Plumbing in internal walls and fixtures sits with the lot owner in most cases, according to the same list. Baths, toilets, sinks and showers count as the lot owner's fixtures.

  • The Strata Plan Decides

    Where the split is unclear, the strata plan and by-laws decide. A copy can come from the owners corporation, the committee secretary, the strata manager or the agent, or an NSW Land Registry Services (LRS) approved information broker. A scheme can adopt the common property memorandum by special resolution where its by-laws define no common property. The memorandum is the NSW Government's standard common property list. The Strata Community Association NSW (SCA) publishes the Who's Responsible Guide, a list of items generally considered common property. The guide recommends using it with the strata plan and by-laws in more complex cases.

After-Hours Blockages in Strata Buildings

The refund test asks the owner to show the job was the owners corporation's responsibility and that calling the tradesperson was necessary and urgent.     The building manager looks after common property on site. A building manager is the on-site manager of common property and access. Tradespersons and non-residents get access to common property through the building manager, generally the first contact for contractors on site.

How Strata Drain Work Gets Approved

Approving common property work runs four steps. A scheme gets quotes from a licensed and insured supplier and approves the preferred quote. The scheme has the work done, checks the finished work and pays the invoice. From 27 October 2025, NSW Fair Trading has stronger powers to enforce owners corporations' duty to repair and maintain common property. Schemes should routinely hire licensed tradespeople. An owner should always check a tradesperson is licensed before engaging them. In NSW, any plumbing work needs a licence or certificate, whatever the cost and whether it is residential, commercial or industrial.

  • Tell the Strata Manager

    Tell the strata manager, or ask the strata committee, about common property work. An owner writes to the secretary or strata manager with clear details of the repair request. The manager coordinates with the committee and owners corporation to get the job approved. An owner can find the strata manager through the NSW Government's online Strata search or from levies paperwork. The owners corporation delegates jobs to the strata manager, also called a strata managing agent, including paying invoices.   • Minor Work Without Meetings

    Minor common property work doesn't need a meeting: the strata committee, the strata manager or the building manager can manage it. Some jobs should not wait for a meeting. Costly work that the funds can't cover needs a meeting called. Most minor common property repairs can be paid from the administrative fund, according to NSW Fair Trading.

  • Two Quotes Over $30,000

    Once the work is valued at $30,000 or more, all schemes need at least two independent quotes, regardless of size, according to NSW Fair Trading's 2026 guidance. The rule does not apply to emergency repairs, with burst or blocked water or sewerage pipes among the examples.

Common Strata Drain Problems We Fix

Strata managers and lot owners can watch for these signs and causes in the shared lines:

  • The signs: A wastewater blockage shows four signs: sinks, a bath or toilet emptying slowly; a toilet not flushing properly or overflowed; and gurgling from a toilet or floor drain. The fourth sign is wastewater overflowing from the drain or gully near the outside tap.
  • The causes: Unflushable items going down toilets, fats, oils and grease in sinks, tree roots, and stormwater overloading the wastewater network in heavy rain.
  • Tree roots: Roots enter small cracks seeking nutrients, keep growing and slow drainage until the pipe can block.
  • Who pays: Owners answer for the wastewater pipes up to where they connect to Sydney Water's network. In a strata building that line is common property, so the owners corporation answers for it.
  • Sydney Water's pipes: The blockage probably sits in Sydney Water's pipes when wastewater shows up beyond the boundary, for example at a maintenance hole on public land. The other signs are neighbours with the same problem, widespread local flooding, or overflow with no water in use.   • Safety: For your own safety, keep clear of wastewater overflows until a plumber clears the drain.

  • Stormwater rule: Sydney Water's connection rules say rainwater or stormwater must not be allowed to enter the wastewater system.
